By way of introduction, we are Orphan’s Hope – Kids to Canada.  We are a newly formed charity designed to financially help people adopting children outside of North America.

 

We will give financial assistance up to $10,000 for qualified expenses incurred in Canada to eligible applicants.  Appendix A (attached) explains who is eligible for the grant.  This includes being a Canadian citizen or landed immigrant and meeting the low income cutoff  guidelines on the Orphan’s Hope Income Qualification Table.  When looking at the table, please keep in mind that the ‘size of family unit’ must include the adopted child.  Therefore, by way of example, if a couple without any children want to adopt one child, they must look under ‘3 persons’ in the column entitled, ‘Size of family Unit.’

Appendix A

Eligibility for Grants

Applicants to Orphan's Hope ‑ Kids to Canada (“Orphan’s Hope”) must meet the following requirements to be eligible to qualify for financial assistance in an applicant’s attempt at an international adoption.

1.                  The applicant(s) must be a Canadian citizen or landed immigrant.

2.                  The table below is based on the 2003 Statistics Canada Low‑income cutoff table for before tax income.  The values in the table have been adjusted to represent twice the amount indicated in the original table provided by Statistics Canada.  To qualify for a grant from Orphan’s Hope, your total gross household income level must be less than the amount shown in the section of the table applicable to your circumstances for each of the last 2 complete calendar years, as evidenced by your Notices of Assessment for those years.

Please note that the information in the table below is subject to change without notice.  Orphan’s Hope will use the most recent figures available from Statistics Canada in determining an applicant’s eligibility.

3.                  The Board will determine the scheduling of lotteries that determine grant recipients from a pool of qualified applicants, as determined by the board of directors of Orphan’s Hope.  Only those who are offered a grant will be contacted by Orphan’s Hope.  Orphan’s Hope will notify successful Grantees by a Notice sent by registered mail.  This notice will be deemed to have been received by the Grantee seven (7) days after it is mailed.  Applicants that are not awarded a grant will be entered into lotteries up to one year from the date of the application.  After this time, a new application must be submitted if an applicant still wants to proceed.

4.                  The Grantee must submit to Orphan’s Hope (i) proof of Canadian citizenship or landed immigrant status, (ii) Notice of Assessment for the previous two (2) years for each of the applicants together with the application and (iii) a current Letter of No Objection from the appropriate government agency together with the application if available at time of application or within six (6) months of receipt of notice from Orphan’s Hope of successful grant.  Upon determination that the supporting documentation has been received, Orphan’s Hope will send a letter of confirmation to the Grantee informing them that either (i) all supporting documentation has been received and is sufficient; or (ii) the documentation received is not sufficient to meet the eligibility criteria.

5.                  If the applicant does not submit their proof of Canadian citizenship or landed immigrant status and Notices of Assessment together with the application, the application will be returned to the applicant and the applicant will not be eligible to participate in the lottery that determines grant recipients until a new application together with required documents is received by Orphan’s Hope.

6.                  The applicant is not eligible to receive more than one grant for the adoption of the same child.

 

 


Appendix B

Guidelines for Distribution of Funds

1.                  Orphan’s Hope ‑ Kids to Canada (“Orphan’s Hope”) offers financial assistance to individuals and families seeking to adopt orphan children outside of North America.  Orphan’s Hope considers orphans to be children living in foreign countries who have no living parents, or whose parents have disappeared or have abandoned them, or for who their only living parent is not able to adequately provide for the proper care and support for them.

2.                  Orphan’s Hope will give financial assistance of up to $10,000 for Qualified Expenses (defined below) incurred in Canada only.

3.                  Qualified Expenses listed below are subject to the rules and regulations set out by the Canada Revenue Agency, as amended from time to time:

(a)                fees payable to licensed Canadian adoption agencies; and

(b)               travel expenses booked and invoiced from Canadian travel agencies and any airline with offices within Canada.

4.                  Determination of eligible applicants and distribution of grants is in accordance with the Orphan’s Hope distribution policy.

5.                  Payments for Qualified Expenses will be made directly to the appropriate organization or corporation on the Grantees’ behalf.

6.                  Orphan's Hope will only provide grants to assist applicants in the adoption of orphans who are not blood-relatives of applicants.  Orphan's Hope will not provide grants to assist applicants who wish to adopt their relatives.
