General Information |
| There are three essential parts in proceeding with international adoption: | |
| I | Applicants must make an application to a licensed international adoption agency which will manage the international adoption |
|
|
only licensed international adoption agencies are legally permitted to facilitate international adoption under IAA and its Regulations and Ukrainian legislation |
| II | Applicants must obtain a homestudy establishing their eligibility and suitability to adopt and have the report submitted to a Ministry Director. |
|
|
homestudy is conducted by approved adoption practitioner |
|
|
applicants may choose any approved adoption practitioner from the list provided by the Ministry |
|
|
applicants review Memorandum for Adoptive applicants with their practitioner and sign it; this document will help the applicants understand their responsibilities and the roles of all parties involved |
|
|
when the homestudy assessment is completed the approved adoption practitioner will prepare a report and make a recommendation as to eligibility and suitability to adopt and will outline the specific characteristics of the child the applicants will be suited to parent |
|
|
the practitioner sends the homestudy to applicant’s licensed agency |
|
|
the agency submits homestudy report and other supporting documents together with processing fee to Ministry for review and approval |
| III | A Ministry Director must approve applicant’s eligibility and suitability to adopt based on the homestudy report |
|
|
the Director reviews the homestudy and approves, approves with conditions or not approves the applicants suitability and eligibility to adopt |
|
|
upon approval of the homestudy, Director issues a letter of approval for foreign authorities which will outline the specific characteristics of the child the applicants are best suited to parent. The Letter of Approval is valid for 18 months and is specific to 1 country |

|
Ministry sends the approval to licensed agency |
|
|
The licensed adoption agency must submit the applicants homestudy with other required documents (“Dossier”) to the Canadian Embassy in Kiev, Ukraine. The Canadian Embassy will then forward the Dossier to the Ukrainian National Adoption Center |
